Draft regulation – Code of ethics applicable to members of disciplinary councils of professional orders
The purpose of the draft regulation—Code of ethics applicable to members of disciplinary councils of professional orders—is to set forth the rules of conduct and the duties of the disciplinary councils of professional orders with regard to the public, the parties, their witnesses and the people who represent them.
In a letter to the president of the Office des professions du Québec, the Québec Ombudsman made three recommendations concerning the processing of complaints regarding members of disciplinary councils other than chairs:
- That the draft regulation provide for transmission of an acknowledgement of receipt to the complainant within five working days of receiving the complaint.
- That the person against whom a complaint is made have ten working days rather than seven calendar days to be heard or to make observations.
- That a maximum time frame of 60 days be provided for processing of a complaint by the committee.
