Foster family: compensation must be issued as soon as living arrangements begin

A woman became a foster parent after an agreement with a social worker. She complained to the Québec Ombudsman because she was not compensated for the first month the child lived with her.

The investigation

  • As the result of an agreement with a social worker, a woman took in a child who was living at a youth centre.
  • The youth centre where the child had lived had to pay her for the living arrangements she provided.
  • The woman did not receive financial compensation when the child arrived.
  • The first payment was issued only a month after placement began, when an agreement was ratified by the court.
  • The investigation by the Québec Ombudsman showed that payment had not occurred at the beginning because no agreement had been entered in the computer system.
  • The Québec Ombudsman felt that the verbal agreement between the woman and the social worker should have been entered in the file.
  • The woman should have gotten financial compensation as soon as the child arrived.

The result

Further to the intervention by the Québec Ombudsman, the youth centre acknowledged that the agreement between the social worker and the foster parent should have been entered in the system. Consequently, the woman received payment for the first month the child lived with her.
